LEARNING BEFORE ENROLLMENT · A CONCEPT PROPOSAL

Learning can begin before enrollment

A proposal to preserve work and feedback before school or course enrollment and connect them to institutional review when the learner chooses.

Start learning with institutional resources when you are ready

Students visit a school, university, library or educational institution’s website, choose suitable resources and begin learning within the opportunities it makes available. The proposal supports students in and outside school, including those who have not yet formally enrolled.

Learners read, ask questions, try tasks and revise their understanding with feedback. AI may assist translation, accessible explanations and initial feedback, alongside support from educators. Learners choose which drafts, revisions and feedback to keep.

Retained evidence can support the next learning step. When ready, learners verify their identity and consent to submit selected records. Institutions review the evidence and any additional assessment to determine learning, support needs and next steps. Formal recognition follows their own rules.

Find resources → begin learning → retain the process → connect to further educational opportunities.

Connect access, learning support, records, submission and review in one experience. Resources and services from multiple institutions can extend its reach across countries. Start with one subject at one institution and expand through practical evaluation.

What should planners and developers build?

Give learners a simple entry point and their learning records, and give institutional reviewers a submission interface. Implement resource-task links, version history, secure identity linkage, consent-based evidence selection and review requests using current web, app and data-storage technologies.

AI assists translation, feedback and summaries, with links to original evidence and educator review. APIs connect resources and support services. Keep learner records intact when services are added or replaced.

Digital statements let recipients check the issuer and whether issued content has changed. W3C Verifiable Credentials provide a common exchange model. Begin with an issuer verification page and add digital signatures and interoperable formats as needed. Blockchain is optional; verification is separate from credit recognition.

Learning is already taking place

What is different?

Before a later process asks learners to reconstruct past learning, this proposal retains selected drafts, feedback and revisions as new pre-enrollment learning happens. Learners choose evidence and consent to identity linkage; technology preserves context, while authorized institutions apply their criteria and decide recognition.

Who benefits, and how?

Learners awaiting admission or transfer, as well as enrolled students learning outside courses they have formally registered for, could retain work and revisions to explain their learning later.

Teachers and reviewers could examine feedback, revisions and assistance alongside the final product to distinguish demonstrated understanding from what needs further review.

Schools and recognition bodies could assess selected evidence against existing criteria and consider explanations or further assessment needed for entry, re-entry or transfer.

English

Learning can continue while admission or transfer is pending. Students already enrolled in school also learn through courses they have not formally joined and inquiry beyond the classroom. Unfinished institutional or course enrollment need not mean losing evidence that could later explain the effort and learning that took place.

The proposal preserves the process of learning that begins before enrollment so an institution may later consider it. A temporary learning identifier would retain work, feedback and revisions, with learner-selected material transferred through consent and identity verification. Technology preserves and organizes evidence; an authorized institution decides formal recognition. Having a record is distinct from receiving credit or a qualification.

A small pilot with selected subjects and a partner institution would examine whether learners understand records and consent, can select relevant material and have it reviewed fairly. Findings could inform uses from enrolled students’ learning outside school to migration, disaster and re-entry. The purpose is to preserve a path from today’s learning to further learning within existing schools and education systems.

Keep learning while enrollment is pending

Someone awaiting admission or transfer may read and solve problems. Enrolled students also learn through online courses they have not formally registered for and projects outside school. The manuscript begins from the proposition that a lack of formal enrollment need not erase learning that has already occurred.

Here, enrollment refers to formal educational procedures such as admission, institutional registration, re-entry and course enrollment, rather than merely creating a website account. Initial learning access and formal recognition serve different purposes; the question is whether checks needed for official attendance, grades and records must all precede the first learning activity.

Enrollment can give learning institutional status without being its only possible starting point.

The proposal separates accessible entry from accountable recognition. Learning may begin first; when formal recognition is sought, identity, authorship, educational quality and institutional requirements still need review.

Potential uses include enrolled students’ additional learning, out-of-school learners, migration, administrative delays and disaster-related interruptions. Participation or platform use alone does not establish course completion, grade placement, credit or qualifications.

02

What can this add to existing recognition pathways?

The manuscript compares institutional documents and related studies to identify which parts of the process existing approaches address. The proposal complements them by considering how newly occurring pre-enrollment learning might connect to later review.

Interviews and alternative evidence used when qualification documents are incomplete offer useful references. Frameworks for higher-education qualifications, however, cannot simply be transferred to compulsory schooling; the receiving institution, curriculum and authority require separate consideration.

The contribution is a proposed sequence, not a claim to invent temporary identifiers, portfolios, interviews or digital signatures: begin learning, form evidence, select and consent, undergo review, and receive an institutional decision.

03

Keep the process so learning can be explained later

A final product may not show how a learner’s thinking changed, what help was received or what they can explain independently. The proposal selectively retains attempts, feedback, revisions and reflection during learning so that later review can consider the original context.

The work

More records do not necessarily mean more learning. Time online and clicks may describe participation, not competence. A learner working on paper or a low-specification device may leave fewer digital traces without learning less. The manuscript favors a small, representative body of evidence.

The manuscript’s idea of prospective evidence formation is a design proposition, not an established international standard. Preserving a record does not by itself establish its accuracy, authorship or educational value; it keeps material available for later consideration.

04

Connect learning records to institutional review

The learner follows a simple learning journey while institutions assign checks and responsibilities according to each stage’s purpose. Verification is strengthened when a consequential decision requires it, rather than demanding all identity information at the outset.

Ask what support is needed

Ask about language, approximate learning stage, device and connectivity, and accessibility needs. Sensitive information unrelated to the first activity is not part of the default entry.

Maintain a temporary identifier

A temporary identifier not derived from personal traits connects records. Consider recovery codes or safe contacts and keep identity-linking information separate from learning evidence.

Find a starting point

Use a short task or conversation to suggest a starting point, not to select learners or assign an official grade level. The learner can try another level or change the recommendation.

Retain learning, feedback and revision

Continue instruction and activities while retaining relevant work and process, including permitted assistance, actual AI use and the context of revisions.

Let the learner review and select

Explain retained records, allow corrections and let the learner choose a portfolio relevant to the purpose rather than submitting an entire history.

Link identity and affiliation with consent

When entry, re-entry or recognition becomes possible, link the record to a verified identity at the required assurance level, with review and correction of mistaken links.

Review evidence from distinct perspectives

Separately review integrity, authorship, educational quality and fit with the receiving curriculum. An oral explanation or related task may provide further evidence.

Receive an authorized decision

An authorized body may grant full or partial recognition, request further assessment or learning, defer or decline. Explain the grounds and next steps, with correction or reconsideration under the applicable process.

Continue within existing education systems

Transfer approved results and the minimum relevant record to existing systems. With consent, unrecognized evidence may still inform subsequent learning.

The route preserves material for review rather than bypassing review. It opens an opportunity to learn before enrollment while leaving later decisions with existing institutions and their criteria.

Learning through gaps in enrollment

The following illustrative situations are adapted from the manuscript’s scope, not reports of implementation or recognition outcomes. Each requires attention to prior experience, present needs and the intended receiving institution.

An enrolled student’s learning beyond school

A student uses an online resource without enrolling in its course and retains questions, drafts, feedback and revisions. A teacher may later examine understanding through a related task or explanation; formal course recognition remains a separate decision.

Migration, transfer and administrative delay

While awaiting admission or transfer, a learner continues language and foundational learning. Once a receiving institution is known, selected evidence can be submitted with the required checks to inform a starting point or additional learning.

Disaster, school closure and limited connectivity

A learner uses a local learning space, stored resources or paper tasks when school or internet access is interrupted. Later evidence explains device and assistance conditions so that the amount of digital activity does not stand in for learning.

An out-of-school learner’s return

A learner preparing to return begins with accessible activities and gathers representative work. Support staff and a receiving institution can examine explanations or performance and consider further learning or an appropriate entry route.

The aim is a connection to entry, re-entry, transfer and continued learning within existing education systems. It does not promise that every effort becomes credit, but preserves an opportunity to explain today’s learning at a later stage.

Learners select evidence; institutions decide recognition

The service storing records, the educator supporting learning, the evidence reviewer and the institution issuing a formal decision have distinct roles. Accessible entry does not lower the standard of recognition

A learner without a transcript may use a portfolio, interview, observed performance or supplementary task. The mode of evidence can change while the expected learning standard remains. Language, disability, cultural expression and unfamiliar assessment formats require accessible response options and reviewer preparation.

Test with one subject and one partner

The manuscript presents a conceptual framework developed through comparative document analysis. It did not build or test an international recognition system or measure learning outcomes. Small-scale pilots and participant review are needed to examine feasibility and limits.

First select subjects and a receiving institution. Agree on entry activities, evidence, review criteria and authority rather than beginning with every country and curriculum.
Involve learners, educators and institutions. Examine understandable explanations, meaningful consent and selection, and fair presentation of offline learning.
Test a bounded route from temporary records to submission, including recovery, duplicates, mistaken identity links, export and correction, with review depth matched to the decision.
Evaluate opportunities to explain, evidence sufficiency, additional assessment, staff workload and error handling before deciding whether to expand.

Learning

Examine whether selected evidence explains development and performance and helps establish the next learning step.

Operation

Examine learner control, understanding of consent, identity-linking errors, unequal access conditions and institutional review time.

The manuscript purposively selected English-language material available through July 2026 rather than conducting an exhaustive global review. It reports single-researcher selection and analysis without independent coding, stakeholder consultation, field tests or detailed country-specific legal analysis. This proposal is therefore not presented as a validated or universally ready model.

How the three proposals connect

Textbook Plus, OEDE and this pre-enrollment proposal can connect, but they do not describe the same function. Distinct roles support a coherent learner experience while keeping responsibilities clear.

Textbook Plus

A starting point for composing learning around textbooks, activities and different explanations.

OEDEOpen Educational Design Ecosystem

A broader ecosystem for discovering, connecting and reusing distributed resources, people, services and design experience.

Support for pre-enrollment evidence

A bounded extension supporting temporary records, selected work and history, later identity linkage and submission.

Institutional recognition

The responsibility of a school or authorized institution to assess evidence against its curriculum and requirements.

The manuscript does not propose turning all of OEDE into an evidence archive. A bounded extension may operate within or alongside it, keeping identity linkage separate from evidence storage and preparing selected material for existing institutions.

Being unable to enroll today need not erase today’s learning.

The proposal offers a place to begin, evidence to explain, an opportunity for review and a path to further learning, rather than a promise of a qualification. It examines how accessible entry can coexist with accountable decisions and connection to an appropriate education system.

The manuscript’s account of web-service development and school website work explains the author’s motivation. This report does not treat that experience as empirical data or platform outcomes. The design directions and examples are an adaptation of the supplied text.
